In 1964, in the Kharkov Institute of Railway Transport Engineers, the Department "Calculation computers and devices" was created in the faculty of ATC (order on the institute from 19.12.1964). In 1967 the Department was renamed into "Electronics and Computer Engineering" and in 1975 - "Computer Engineering and Control Systems" (CE and CS).

Teachers of the Department ensured the conduct of classes with students of all faculties in the disciplines "Theoretical Foundations of Automation and Telemechanics", "Fundamentals of Industrial Electronics", "Impulse Technology", "Control Computers and Devices", "Calculation and Perforating Machines". At that time the department had at its disposal a large number of various electronic devices, including the Luch calculating machine, analog computers "IPT-5", "MN-10m", "MN-18m", as well as calculation and perforation cars. Many instruments and models for the educational process were produced by the staff of the Department, in particular, Ya. Kolodyazhnym and S. Markovs. The Department was located in the 1st building, in the auditoriums 1.213, 1.215, 1.217, 1.221.

The first dean of the faculty of automatic telephone exchange (1960-1973), the first Head of the Department "Calculation computers and devices" (1964-1970), was appointed candidate of technical sciences (1948), associate professor (1955), talented teacher K. Panfilov, who selected and the placement of personnel, took part in the development of new disciplines, the organization of research work of employees and students at the Department. Gradually, the composition of the teachers grew and strengthened, and P. Losev, V. Leshchinsky, V. Goncharov, V. Rykov, V. Nikitenko.

Konstantin Panfilov was born on November 30, 1914 in the city of Murom in the Gorky region and after the termination of the Murom railway school (1931) passed the labor path from the electrician of the trust "Ivsantekhstroy" (1931-1938) to the Dean of the Faculty.

In 1938 K. Panfilov graduated with honors from the Leningrad Electrotechnical Institute of Signaling and Communications of the People's Commissariat of Ways of Communication and worked on posts first as an engineer, and then the Head of the Department of the ACI of the Tashkent railway (1938-1940). In 1940, he moved to work at the Tashkent Institute of Railway Transport Engineers, where he first worked as a senior laboratory assistant and then as an assistant.

Since 1943 his working life is entirely related to work at the Kharkov Institute of Railway Transport Engineers. He worked as an assistant, senior lecturer, assistant professor of the department "Stations, nodes, ACI and communications". From 1946 to 1949 he served as the head of the Department of ACI and communications KITE.

Since November 1, 1960 appointed Dean of the Faculty of Automation, Telemechanics and Communications (ATC) KITE, and since 1964 - Head of the Department of "Computing Machines and Devices." Heading the faculty and Department, he paid much attention to the organization of the educational process, the selection, upbringing and placement of personnel, the development of the material and technical base of training laboratories, and the educational work among students and faculty members. The fruitful work of K. Panfilov on the upbringing and training of railway transport specialists was repeatedly noted in the orders of the leadership of the KITE and the Southern Railway.

Research work of the Associate Professor, K. Panfilov was focused on improving control and regulation systems for automation and remote control devices at stations and hauls.

He was awarded the medal "For Valiant Labor in the Great Patriotic War of 1941-1945", the sign "Honorable Railwayman" (1960).

After demobilization he moved to Kharkov, where he first worked in a Technical school, and then studied at the Kharkiv Polytechnic Institute (KPI). He finished his studies in 1953 with distinction and entered post-graduate studies. In 1959 he defended his thesis and received the degree of candidate of technical sciences. In KPI he worked in various positions: as an assistant, as a senior lecturer, as an acting teacher. assistant professor and dean of the Faculty Radio.

As a well-known expert in the field of radio signal transmission from 1963 to 1965, he was sent to the Mongolian People's Republic (MPR), where at the University of Ulan-Bator he trained teachers to give lectures on radio engineering subjects. For successful training in the MPR was awarded the Mongolian medal "Bid Yalav."

From 1965 to 1967 N. Tsymbal works as associate professor of the Department, and then from 1967 to 1970, the Head of the Department "Design of microminiature radio equipment" KPI.

Since 1970, after being elected to the post of head of the Department, and before retiring in 1980, he worked at the Kharkov Institute of Railway Transport Engineers (KITE) first at the Department of Electronics and Computing Engineering, and then as an assistant professor at the Department of Transport Communication "(1978-1980). During his work in KITE, he gave a lot of energy, knowledge and energy to the training of highly qualified specialists for the railways, took an active part in organizing the teaching and laboratory base of the department and improving the educational process.

Repeatedly encouraged by the leadership of KPI and KITE, and as a participant in the Great Patriotic War, he was awarded five medals, including the medal "For Courage".
